The role of the European Commission is to support and facilitate the efforts of the volunteering companies taking part in this pilot testing initiative. The Commission will officially recognize those companies that commit to satisfy certain conditions regarding transparency, provision of reliable results and data, and willingness to have both the methodologies used and the results generated.

The Commission has appointed independent third parties to assist the companies in carrying out the pilots and to verify the results.

Ecofys acts as a liaison between the European Commission and the independent third parties, who provide vertical support to the volunteering companies. The main role is to coordinate the activities of these third parties to ensure coherence of approaches across all three areas (ICT Products, ICT Services and ICT Organisations). Besides Ecofys drives the overall process, logistics and ensures overall quality.
